I filed the following Writ Appeal with High court of Karnataka, on 2-6-2025, which is given FR No. 820/2025 (WA). The Writ Appeal was filed, including the full copy of Writ Petition WP 13823/2023, with the first volume of the Writ Petition stitched with the Writ Appeal, and the rest of the Writ Petition volumes, in stacks of total 10 volumes each, were filed with the court in two sets filed at the court counter, and in two sets delivered to respondent, at the ASG, Additional Solicitor General office at the High court of Karnataka premises.

The following ‘Memo under order XXVII, rule 6 of CPC’ was filed with the Honorable court. I request everyone to read this memo in detail.
Activity on 12-6-2025
The Party in person committee meeting was scheduled for 3pm. I attended the meeting. They asked a few questions which I answered. I referred to articles of constitution of India, articles 21, 51A, the fact about invoking my inherent rights in this Writ Appeal. I referred to the pages in the memo of the Writ Appeal, where these articles are cited, and the included details in the ‘Grounds’ section, elaborated by each of the prayer point. I indicated that I wanted to move the memo in the court on 13-6-2025. The meeting ended with their ‘verbal confirmation’ that I can go ahead and move memo in the Honorable court, for the Writ Appeal.
Activity on 13-6-2025
I went to court hall 2, where the Honorable acting Chief Justice is presiding. The Honorable Justice asked a few questions about the Writ Appeal, which I answered, and subsequently he directed that I address the office objections and return, so that the Writ Appeal could be moved in the court.
Afternoon at 2:30pm, I went to WA Scrutiny, and gave the following Written submission addressing the list of office objections. The WA Scrutiny read through the entire written submission, and accepted the same. Along with this written submission, I got few pages in annexure EE1 of WP, of one of the court copy, stitched horizontally in one volume, and complied with the office objection 9. I used WP, for Writ Petition, and WA, for Writ Appeal through the Written Statement.

- E-mail ID is accurate, and is a subject of WP 24623/2024 like explained in WA.
- 3 and 4. Prayer points table provided for comparison. Prayer for giving orders directly to IB, WIPO, with me introducing the Macro Economic reform Project Earthling©, my authored work, addressing the WIPO assembly.
- Verifying affidavit is accurate.
- It was allowed in the past. Impugned orders are annexure A.

- In annexure FF of WP, all pages are portrait orientation. For annexure EE1 of WP, complied.

- With so many volumes for WP, I avoided splitting the WA into two volumes. Kindly allow.

- This WA is filed following WA 983/2024 which was disposed, dismissed for non compliance of office objections, and not on point of law, and Patent Cooperation Treaty. This WA is filed by complying those list of office objections, and for the full legal resolution of ’cause of action’, execution of 62 sale agreements.
- With the QR code, I submitted the order copy from High court of Karnataka website. A certified copy could be produced within few weeks. Certified copies application placed.
- Index is present for all volumes, like explained in verifying affidavit.

Office objection 13 and my written submission for 13, were discussed with WA Scrutiny SO, I requested that it be allowed. The Section Officer accepted. I further stated that if the Honorable Justice orders that it be split into two volumes, I shall comply.
Activity on 17-6-2025
I went to court hall 2, indicated that I complied with listed office objections according to the direction of Honorable acting Chief Justice, and presented the ‘Memo under order XXVII, rule 6 of CPC’, and requested the WA file be brought to the court, for grant of Interim relief orders, and orders for ‘Memo under order XXVII, rule 6 of CPC’ for hearing from Mrs. Uma Sekhar on the questions and discussion subjects. The Honorable acting Chief Justice stated the WA must be listed first, and when I presented the ‘Memo for posting’, the WA was listed for 8-7-2025. With reference to annexure S, I wanted to hand over two pepsi bottles, and with reference to annexure T, I wanted to hand over at least one of the two laptops, however the Honorable acting Chief Justice did not provide direction on this subject, indicating this must be taken up when the WA is listed, on 8-7-2025. This is also indicative of the fact that we do not possess advanced labs to deal with ‘serum technology packages usage’, and investigating intrusive spyware at operating system level, in favor of, me building the necessary skillset in India, by organizing STE Bank and organizing STUN.

In response to a telephonic communication from WA Scrutiny on 17-6-2025, requesting clarification about the ‘Memo filed under order XXVII, rule 6 of CPC’, the following written submission was given.
20. With reference of the ‘Memo filed under order XXVII, rule 6 of CPC’, on 11-6-2025, and given the following facts,
- Extremely high valued patent, my ‘Invention systems and methods’,
- Breach of Patent Cooperation Treaty, signed by 158 World countries,
- My patent connected with 62 countries directly,
- Project Earthling© must be introduced by me at WIPO assembly addressing 193 World country delegates, it is essential, and required to have Mrs. Uma Sekhar, additional secretary of Legal and Treaties Division, Ministry of External Affairs, the person able to answer the questions, to attend the court hearings and answer the ‘questions relating the suit’, and the discussion subjects listed in the memo relating the Interim prayer points O-DD, and prayer points A-N. I also indicate that there is urgency to hear from Mrs. Uma Sekhar, since Honorable court issued orders for ‘Issuing the consent letter’ on 14-6-2024, with a due date of 14-12-2024. And WP 13823/2023 with the ‘Interim relief prayer’ was filed on 30-6-2023.

With reference to WA Scrutiny summary list number 16. CERTIFIED COPY OF WP ORDER TO BE PRODUCED, and according to telephonic discussion with them, I replaced the ‘order copy from High court of Karnataka website’, with the certified copy of ‘Impugned orders issued for WP 13823/2023, dated 14-6-2024’, annexure A. Mutatis mutandis action for ‘orders issued by Honorable court for WP 12356/2023, dated 14-6-2024’, annexure B. This replacement was for the first court copy of Writ Appeal, which was stitched with the certified copies and handed over to the WA Scrutiny office.

The Honorable Acting Chief Justice directed that the WA will be listed for granting orders with a different bench, since the single Judge that issued orders for WP 13823/2023 is presiding in this court with me, and this court cannot issue the orders today. Listed it for 10-7-2025.

I shared the urgency related to receiving the ‘Interim prayer orders’, and orders for ‘Memo filed under order XXVII rule 6 of CPC’ with the Honorable Justice. The Honorable Justice indicated that this WA will be posted for issuing orders on 15-7-2025.

Since the WA was not listed, I followed up with the Honorable court, and it was posted for 16-7-2025. I did indicate to the Honorable court that I have not received the ‘Consent letter’ from the respondent.

I handed over a copy of the ‘Memo filed under order XXVII rule 6 of CPC, filed on 11-6-2025’, to the respondent advocate. I indicated to the Honorable court that I attended the Party in person committee meeting, and Form C is issued for this Writ Appeal WA 886/2025. The WA is listed for ‘Admission’, taking in the Writ Appeal, and issuing orders, providing direction for legal resolution of the ’cause of action’. Expecting the orders to post online for the WA within a few days.
Activity on 4-8-2025
The Writ Appeal was listed for orders, with CH 3, the same divisional bench that issued orders for WA 983/2024. While I mentioned that I have complied with all office objections listed in WA 983/2024 and filed this Writ Appeal WA 886/2025, and Form C is issued by Party in person committee on 12-6-2025, the divisional bench brought up their earlier orders for WA 983/2024, and did not allow any further communications, or considerations. I left the court requesting that this Writ Appeal be listed with a different bench for orders. However it was pronounced dismissed. I went to CH 1, to request that this WA be posted for orders with a different bench, due to conflict with earlier orders. There was no sitting in CH 1 and I could not initiate remediatory action.

I went to CH 1, mentioned to the Honorable Chief Justice that WA 886/2025 must be listed for orders with a different bench, which was marked dismissed on 4-8-2025, and that I made efforts on 4-8-2025 by visiting CH 1. The Honorable Chief Justice directed that if it is marked dismissed, I could file an application for restoration of Writ Appeal, and get it posted for orders. I would file the ‘Application for restoration of WA 886/2025, based on facts and Honorable court orders’ within a few days, listed with another bench to receive the orders.

I filed the following ‘Application for restoration of Writ Appeal WA 886/2025, arising from Honorable court orders for Writ Petition WP 12356/2023, dated 14-6-2024, and facts’ with the Honorable court, at the filing counter.
I went to CH 1, and mentioned to the Honorable Chief Justice that I have filed the ‘Application for restoration of WA 886/2025’. Gesturing towards the two bottles of pepsi, and two laptops including their two charging cords, placed on the cabinet in CH 1, I stated that I want to leave them in his custody. The Honorable Chief Justice stated, that if I have filed the ‘Application’ in the filing counter, it will move forward according to the court procedure. Also indicating that I should retain the two bottles of pepsi, two laptops with their charging cords with me, and follow through with the Court directions. Waiting for the grant and pronouncement of orders.

After WA pending branch confirmed that the WA 886/2025 file was sent to Board branch, I spoke to Board branch and they confirmed that the WA will be listed with the same bench. I indicated that due to conflict of earlier orders, it must be listed with a different bench and the same was clearly indicated in the ‘Application for restoration of Writ Appeal WA 886/2025, arising from Honorable court orders for Writ Petition WP 12356/2023, dated 14-6-2024’. They said their procedure is to list with the same bench. They confirmed it will be listed on 29-8-2025. When I asked if it would be listed under the heading of Hearing, or Pronouncement of orders? They confirmed it would be listed under Orders.

I met the Honorable Chief Justice and stated that the ‘Application for restoration of Writ Appeal WA 886/2025’ is listed for 29-8-2025, however it is listed with the same bench that issued dismissal orders earlier, and requested that it be listed with a different bench. Honorable Chief Justice stated that it can’t be listed with a different bench and must be heard by the same bench.

Since in the past, Justice K.S. Mudagal had verified my copy of memo, with High court of Karnataka seal, I wanted to show my copies of ‘Application for restoration of Writ Appeal WA 886/2025’ filed on 11-8-2025, and ‘Memo under order XXVII rule 6 of CPC’ filed on 11-6-2025, with the High court of Karnataka seals, for their verification. Respondent brought up earlier orders for WA 983/2024 again. I asked the Respondent loud and clear about ‘Where is the Consent letter?’ and When they were going to issue it? Showing the court orders for WP 12356/2023. I asked them the question a few times, and that they must provide answer to me and the court, since it was past due by several months. I reported the status to the court that I have not received the ‘Consent letter’ yet. Then I stated that I want to move the ‘Memo under order XXVII rule 6 of CPC’ today, and receive orders for the memo, since the respondent advocate is unable to provide status, we must hear from Mrs. Uma Sekhar. Justice says you file the memo with court, indicating the Memo was considered moved on 11-6-2025. Then I am awaiting the orders for the same.
Then Justice K.S. Mudagal starts to dictate orders, stating that I preferred WA 983/2024, when I had to explain that complying with those office objections I have filed WA 886/2025, and that I prefer this WA 886/2025, which must be restored. The court granted the new Writ Appeal serial number, alternate for issuing the same Writ Appeal serial number. And then Justice K.S. Mudagal pronouces the application rejected.
I needed an estimated 20 minutes to present the details of the ‘Application for restoration of Writ Appeal WA 886/2025, arising from Honorable court orders for Writ Petition WP 12356/2023, dated 14-6-2024’ along with connected legal facts. Will I get the hearing time, to present the details of annexures A1, A2, A3, and A4 attached with the ‘Application for restoration of Writ Appeal WA 886/2025, arising from Honorable court orders for Writ Petition WP 12356/2023, dated 14-6-2024’? If the full fact set must be presented to the Honorable Chief Justice, I would need an estimated 60 minutes. However, he is presciding alongside Justice C.M. Joshi, single Judge that issued impugned orders for WP 13823/2023, and so I cannot be heard there. Once again the daily orders posted for 29-8-2025, indicate the erroneous orders. Form C is issued by the party in person committee.
The recognized ’cause of action’ with DOCUMENTED EVIDENCE AND FACTS, according to orders for WP 12356/2023 must be brought to its legal conclusion by execution of 62 sale agreements.
LEGAL STATEMENTS.
Justice K.S. Mudagal has not allowed me to speak in the court, even once, since the court hearing date of 20-11-2024, for WA 983/2024, until the previous hearing, listing dates for WA 886/2025. Is this because of the Memo filed on 23-9-2024, for WA 983/2024?
My reasoning and answer for the ‘Memo filed on 23-9-2024, for WA 983/2024’. According to my statement with Honorable Chief Justice at the time, that court granted six months for respondent, to issue the ‘Consent letter’, and would grant 5 or 6 months again for ‘Interim prayer orders P-DD’, I filed the ‘Memo under order VI, rule 17’ on 23-9-2024, for WA 983/2024, for immediate grant of Interim prayer orders.
The Restoration application prayer if it must be explicitly listed,
- To set aside, recall the ‘Oral Judgement’ dated 4-8-2025, for WA 886/2025.
- To recall the daily orders issued on date 29-8-2025, for WA 886/2025.
- Restore the Writ Appeal WA 886/2025, bring it back to ‘PENDING’ Status.
- Set aside the Impugned orders issued for Writ Petition WP 13823/2023, dated 14-6-2024.
- Grant orders for ‘Memo under order XXVII, rule 6 of CPC’, filed on date 11-6-2025.
- Grant Interim relief orders for prayer points P through DD, giving respondent, 3 months time, with prayer point O granted on the hearing date with Mrs. Uma Sekhar, when I would receive the ‘Consent letter’.
